In the event of my temporary incapacitation, someone need see to immediate decisions and personnel matters.
[ the hazards of a battlefield ]
And I require an ear to our mage combatants. Matters will not otherwise be brought to my attention, until they have passed the point of redress. It would be a poor thing, no? To have half this outpost's forces hare off for lacking sympathy.
I would see an equal partnership. To have Rifters and Dalish in command but no mages is near enough to insult--that plus asking us to follow the commands of a Templar hits the mark. I don't know what the Inquisition leadership was thinking, but the only way I see to rectify it is to have the mages commanded by a mage.
[ fucking mareth. at least they're on the same page. ]
The division will not be split; it makes a swift response untenable. [ but voss knows that. start big, the way of things. ] Our work requires unified action — those field operations you head must reflect this.
I have asked Knight-Enchanter Amsel to offer her experience to those unaccustomed to battle. Our non-magical troops will require as much preparation to integrate, I trust you've ideas therein.
I'm not familiar with Amsel aside from her passionate advocacy on behalf of Rifters in your last Chantry Relations meeting. I agree that training those mages unprepared for battle should be a priority, and I'm amenable to her leading that effort, but would like to have oversight of her work as I've ideas of my own. For integration with non-mage troops as well, since--as you know--I've experience there.

Field operations require a clear chain of command, but when not in battle business regarding the division's mages should go through me, and not simply as a mouthpiece for your will. Making decisions for mages without mage input is a path I cannot support. I certainly wouldn't seek to command your Templars for you except in the most dire circumstances.
I would not suggest it, did I not believe you capable. [ so that’s a ‘yes’ on the oversight ] A number of Rifters exhibit capabilities similar to native mages. Perhaps this might lend your discussions with her further focus — in any event, I leave the details to your discretion. I will expect to be kept up-to-date.
There remains a deal of distance between input, and command.

Very true. To be frank, my chief concern is discipline. Having a Templar deciding and issuing disciplinary action to mages is a situation that the Inquisition should be very wary of encouraging if they wish to maintain their alliance with the rebels. As is a Templar being solely responsible for the discipline of fellow Templars. Your own record may be clean, but the Order's history when it comes to handling these matters fairly is...terrible.
The Inquisition must, too, retain its alliance with the Order.

One’s actions within the Inquisition are answered by one’s head, as I need answer for those of our forces. All factions need be held to the same account.

To ensure this: Joint review of internal matters. [ that it echoes of the circles — ] Those regarding prisoners will remain in the hands of leadership.
And when you and I disagree, a vote of the other Division Heads? Very well. Enemy prisoners I am content to leave in your hands; I've no wish to claim magisters or Venatori as my own. The rest I suspect are bridges we can cross when we come to them.
Is there more that you would expect of me in this post than what we've discussed?
'Voss' will do. I think we both know how much value I place on the institutions that gave me that title. It has its uses in public diplomacy, but it would be hypocritical of me to require its use in the day-to-day.
