I don't think it matters what the Tranquil does. If it came to a vote and he did as the Scoutmaster told him it would be 2-2. If the Scoutmaster decided not to count our votes since we're not technically division heads ourselves she'd find herself unable to enforce the quarantine, since the guard is currently stacked with extra mages. They literally cannot hold us against our will even if they want to.
