Templars watching mages is accepted as the 'natural' order of things. If we have mages watching mages, taking authority over our own, that can then start to be seen as natural and reasonable.
No one will believe that a mage community will not become a miniature Imperium without evidence that we can police our own.
There's nothing particular about him, other than leaving him in Templar hands sets a post-breaking precedent that does the opposite of helping. Problem mages should be seen as mage problems.
